TVK Government Moves Assembly Resolution Against FCRA Amendment Bill

The TVK-led state government, under the leadership of Chief Minister C Joseph Vijay, introduced a resolution in the Tamil Nadu Legislative Assembly in Chennai on Tuesday, officially urging the Union government to withdraw the Foreign Contribution (Regulation) Amendment Bill, 2026 in its present form.

School Education Minister Rajmohan introduced the resolution in the House on behalf of the government. The resolution stated that the provisions contained within the central government's FCRA Amendment Bill may adversely affect the autonomy of charitable organisations. The text specifically highlighted concerns regarding the operational autonomy and functioning of educational and social welfare institutions managed by minority communities.

The resolution detailed that while ensuring transparency and accountability in foreign contributions remains an important objective, any legal framework must simultaneously protect the rights of lawfully functioning organisations. This includes institutions engaged in charitable, educational, medical, religious, cultural, and social welfare activities.

Furthermore, the resolution outlined key principles, stating that any statutory amendment must guarantee natural justice, proportionality, the protection of property rights, legitimate expectation, and federalism.

Following the introduction of the resolution in the Tamil Nadu Assembly, Speaker JCD Prabhakar opened the floor and invited Members of the Legislative Assembly to speak on the matter. During the proceedings, DMDK chief Premalatha Vijayakanth addressed the House and spoke in support of the resolution.
