Tambaram Corporation invites NGO bids for stray dog birth control and animal care

The Tambaram City Municipal Corporation (TCMC) has invited expressions of interest from eligible non-governmental organisations (NGOs) to undertake animal birth control (ABC) and the treatment of injured and sick animals within the Tambaram corporation limits in Chennai. The civic body is seeking partnerships with organisations recognised by the Animal Welfare Board of India (AWBI), with the deadline for submissions set for July 9.
At present, the corporation operates three animal birth control centres where birth control surgeries are conducted. The selected NGO will be expected to maintain an animal shelter featuring adequate infrastructure, veterinary care, and proper record-keeping systems.
A notification issued by the Veterinary Public Health Department outlined that the chosen NGO will be responsible for carrying out ABC surgeries and administering anti-rabies vaccinations to dogs. These procedures must be performed in strict compliance with the guidelines of the AWBI and the Animal Welfare Division.
TCMC officials noted that interested organisations must possess a valid AWBI recognition certificate and have prior experience in implementing ABC and anti-rabies vaccination programmes. The applicants are also required to have qualified veterinarians, para-veterinary staff, trained manpower, and the necessary infrastructure.
Additionally, all operations must comply with the provisions of the Prevention of Cruelty to Animals Act, 1960, and the Animal Birth Control Rules, 2023.
Under the terms of the agreement, the selected NGO will provide post-operative care for sterilised animals for at least five to six days, or until they have fully recovered. The organisation will also be tasked with rescuing, treating, and sheltering injured animals within the Tambaram corporation limits.
The contract requires the partner to maintain digital records of all operations and submit monthly reports to the civic body. Interested organisations must submit their proposals in a sealed cover, including organisational details, experience certificates, AWBI recognition documents, and financial quotations, before the July 9 deadline.
