Madras High Court Orders E-Module for Prisoner Release Pleas with Puzhal Pilot

The Madras High Court on June 4, 2026, ordered the implementation of an electronic module to process the premature release pleas of prisoners, launching a pilot project at the prisons in Puzhal, Chennai.

A division bench comprising Justice Anita Sumanth and Justice Sunder Mohan directed the High Court registry and the Tamil Nadu prison department to take immediate steps to implement the ‘E-Prisons Early Release Processing Module’. The software is designed to digitize and streamline the administrative process for evaluating and deciding on the premature release pleas of convicts.

As the first step in the rollout, the court designated the prisons at Puzhal to serve as the pilot site for the software's implementation.

To ensure the proper deployment of the system, the bench directed the registrar (IT) of the High Court to convene a meeting of all relevant stakeholders within two weeks. Following this meeting, a status report must be submitted to the bench within one week to confirm the readiness of the module for the Puzhal prisons.

The court's directions came during the hearing of a plea filed by Nanjil Mugilan. Mugilan sought the premature release of his father, a life convict who has been incarcerated for more than 21 years in a case involving an attempt to murder and charges under the Explosive Substances Act.

During the hearing, the division bench cited an April 13 order passed by the Supreme Court of India. The apex court's order mandated the implementation of an electronic system to ensure the hassle-free processing of applications from convicts seeking early release.

The Madras High Court bench noted that it seized the opportunity presented by the petition to enable the implementation of this electronic module across the prisons of Tamil Nadu.
