GCC Floats Tender to Assess Impact of Rs 425 Crore Nirbhaya Safe City Project

The Greater Chennai Corporation has floated a tender to appoint an independent third-party consultant to evaluate the outcomes and impact of interventions carried out under the Nirbhaya Safe City initiative across Chennai.

The civic body aims to determine whether the implemented measures have increased women's confidence when navigating public spaces, particularly during early morning and late-night hours. The study will also assess whether women find it easier to approach police personnel for counselling and reporting crimes, whether law enforcement agencies have improved their capacity to track and identify criminals, and whether overall crimes against women and children have declined.

A wide range of civic and security interventions will fall under the consultant's scrutiny. These include street-lighting improvements, surveillance camera networks, women police mobile pink patrol vehicles, pink autos, security systems on MTC buses, and the 181 women's helpline. The evaluation will also review women's toilets, mobile toilets, school safety initiatives, self-defence programmes, menstrual hygiene facilities, the Gender Lab, the Nirbhaya counselling centre, a cyber-forensics lab, GIS-based crime mapping, and the Integrated Command and Control Centre building.

Chennai is one of eight cities selected by the Ministry of Home Affairs for the Safe City project to address urban violence against women and children. Projects worth Rs 425.06 crore were originally approved for Chennai for a three-year window spanning 2018-19 to 2020-21, and the programme was later extended until March 2026. Ministry records show that Rs 396.51 crore had been released for the city as of December 8, 2023, under a 60:40 centre-state funding pattern.

The assessment will employ a mixed-method model featuring both quantitative surveys and qualitative research across all 15 zones of the corporation. The appointed agency must interview at least 273 women in each zone, compiling responses from a minimum of 4,095 individuals who use public spaces, public transit, and municipal safety services.

In addition to the surveys, the consultant will conduct stakeholder consultations, focus group discussions, safety audits, field observations, and direct interviews with beneficiaries. The resulting data will be verified against official crime statistics, administrative records, footfall data, and project documentation. The entire evaluation must be completed within 135 days from the date the work order is issued.
