GCC boundary expansion on hold for 2027 elections after Tambaram stakes claim

The Greater Chennai Corporation’s (GCC) proposed expansion has been put on hold, meaning its 200 wards will head into the 2027 local body elections without any changes to their boundaries. This delay comes after neighbouring civic bodies, including the Tambaram Corporation and Tiruvallur Corporation, staked competing claims over portions of the Vanagaram and Adayalampattu village panchayats, which were originally proposed for merger with Chennai.
According to state and civic officials, the boundary freeze is also tied to the national Census operations that commenced on January 1, 2026. The Government of India issued a directive to all states prohibiting any changes to administrative boundaries after this date until the Census operations are fully completed.
Because no fresh delimitation exercise can be undertaken, the existing ward reservations for the Scheduled Castes and the General category will remain unchanged. These current reservations, which were first implemented during the 2022 local body elections, will remain in effect for the upcoming 2027 elections and will stay valid until 2031. Under the guidelines of the Tamil Nadu State Election Commission (TNSEC), reservations remain in effect for a 10-year period once fixed without an intervening delimitation.
The proposal to expand the Chennai civic body's limits to include nearby areas like Vanagaram and Adayalampattu was first introduced in January 2025. However, the expansion stalled when the Tambaram and Tiruvallur Corporations staked claim over parts of these two panchayats. As a result of these overlapping claims, the State government did not issue a Government Order (G.O.) to formalise the merger.
Additionally, officials confirmed that no orders have been issued for the internal delimitation of wards. Under local body rules, altering the boundary of even a single street or polling booth legally constitutes delimitation. Consequently, the next delimitation exercise for Chennai will only take place after the new Census data becomes available. The reference date for the upcoming Census is March 1, 2027, with field data expected to be collected by April 2027.
