DMK Files Complaint Against Aides of Chief Minister C Joseph Vijay in Chennai

DMK organization secretary R S Bharathi has filed a police complaint in Chennai seeking an investigation into two personal aides of Chief Minister C Joseph Vijay for participating in confidential government and Cabinet meetings.
The complaint, submitted to the Director General of Police, raises concerns regarding potential violations of constitutional obligations, statutory duties, and the Official Secrets Act of 1923 due to unauthorized private individuals accessing confidential government information.
Bharathi urged the police to investigate if any public servant had communicated or facilitated access to confidential government information in violation of Section 5 of the Official Secrets Act, 1923 and other laws.
According to the complaint, the two private individuals, identified as John Arockiasamy and Vishnu Reddy, were present in official review meetings, Cabinet meetings, and confidential government deliberations presided over by the Chief Minister. Bharathi noted that the Chief Minister, as the holder of the highest executive office in the State, is constitutionally bound by the Oath of Secrecy.
The DMK leader requested the police to determine if Arockiasamy and Reddy, who are stated to be close to Vijay, are government servants or if they hold any office, authority, or recognition under law, executive order, or Government Business Rules that would authorize them to participate in confidential proceedings.
Bharathi stated that if the two aides do not possess such lawful authority, their presence during Cabinet meetings and confidential review meetings—where classified records, official files, Cabinet papers, and sensitive policy matters are discussed—prima facie raises serious offences relating to the unauthorized communication, receipt, possession, and use of official information.
The complaint also noted that both John Arockiasamy and Vishnu Reddy are residents of Andhra Pradesh. It further stated that they have been allotted office chambers adjoining the office of the Chief Minister in the Secretariat in Chennai.
Bharathi called for the immediate registration of a First Information Report under the Official Secrets Act, 1923, the Bharatiya Nyaya Sanhita, 2023, the Bharatiya Nagarik Suraksha Sanhita, 2023, and other applicable laws.
